Rebuilding Iraq: The 3% Completion Rate
ABC has the story --- in March of 2004, Parsons Global was awarded a $190 million contract to build 150 health clinics in Iraq. After two years, 5 are complete.
This isn't to say the contractor is to blame. Security concerns and U.S. and Iraqi government mismanagement seem to top the list.
This seems to support the arguments of the "more troops" crowd. Yet, I've never been convinced as to where all these hundreds of thousands of additional troops were to come from.

I understand your logic--if you say that you wish the US government was handling the war better, you must want the US to lose. Sounds like a logical inference to me.
